Regarding Bottle Weaning & Food chewing

My twin girls are 14 months old now. I've been trying hard to wean the bottle for them by trying out some flavours in the milk. But it doesn't help much. They drink water well from a cup but when it comes to milk, they don't.

Also, I grind most of the food I give them as they aren't chewing yet and directly swallow the food. They have around 4-6 teeth now (incisors and their sides). Is this normal? When will they start chewing food well?

Any suggestions from experienced mothers?
